The inclusion of a premium supermarket and other amenities on the ground floor ensures convenient access to essential services. Enhanced Accessibility and Connection Church Street will be extended to improve vehicular and pedestrian access to the city center. Additionally, a future extension is being considered to connect the area to Salisbury Highway. State Commission Assessment Panel as Planning Authority Given the project’s significance, the State Commission Assessment Panel (SCAP) has been appointed as the planning authority to carefully assess development applications. Buildtec and Catcorp to Bring Vision to Life Two leading development and construction groups, Buildtec and Catcorp, have been selected to develop the Salisbury City Centre. The consortium has demonstrated an innovative and collaborative approach, emphasizing pedestrian-focused environments. Catalyst for Economic Growth The redevelopment is projected to have a significant impact on the local economy. It is expected to create hundreds of new jobs and attract new businesses to the northern region. Local Support and Anticipation Local MP Zoe Bettison and members of the community have expressed excitement about the project, recognizing its potential to revitalize Salisbury and bring value to the area. Construction Timeline Construction is scheduled to commence in 2025, with phased completion beginning in 2026. The first phase will include residential apartments, a parking garage, and commercial offerings.
Salisbury City Centre will provide residential accommodation, with over 200 different housing options including affordable homes, apartments, retirement homes and hotel accommodation. It will also have a multi-deck covered car park with over 500 spaces and a premium supermarket on the ground floor, with other venues including retail, commercial and hospitality.
Church Street is being extended to improve vehicular and pedestrian access to the city. A future extension is being investigated, improving the connection to Salisbury Highway.
Minister for Housing and Urban Development Nick Champion has appointed the State Commission Assessment Panel (SCAP) as the planning authority, given the importance of the project to the northern region.
‘This redevelopment has the potential to completely transform Salisbury city centre, turning car parks into a major urban hub where people can live, work and play. The Northern Suburbs are a thriving area and this development will add much needed and diverse housing options.
“Because this site is strategically located, close to public transport, it is important that it is carefully designed and monitored. That is why I have decided to appoint SCAP as the competent planning authority to assess the development applications,” Minister Champion said.
Two of South Australia’s leading development and construction groups, Buildtec and Catcorp, have been formally selected as the development team to bring the council’s regeneration vision to life. This is the result of a fiercely fought statewide expressions of interest campaign, led by Alinea Group and Leedwell Property on behalf of the City of Salisbury.

‘Their team has demonstrated a keen understanding of how to bring together a wide range of experiences in a high-quality, pedestrian-focused environment, creating South Australia’s first truly walkable, medium-density city centre outside the inner city.’
Buildtec and Catcorp have extensive experience in jointly delivering large-scale urban developments, including the award-winning Norwood Green masterplan, and are already in discussions with operators about participating in the development.

Anthony Catinari, Managing Director of Catcorp, agrees and believes the project is happening at the right time and in the right place.
“We are excited about the future of Salisbury City Centre – the range of new uses surrounded by some of the best amenities in the North is a great privilege to deliver in partnership with the Council. We believe the market will really embrace the new opportunities and exciting changes ahead and the timing for this development is just right,” Catinari said.
The redevelopment is the next phase of Salisbury’s city centre regeneration programme, following the $10 million redevelopment of Church and John Streets due 2023 and the $43 million Salisbury Community Hub, built in 2019.
The redevelopment is expected to be a catalyst for new commercial investment in the northern region and have a significant positive impact on the local economy.
Zoe Bettison, MP for Ramsey, agrees the major project will add significant value to the local area.
‘This is a commercial investment that the Northern Region is very excited about and is one of Salisbury Council’s flagship projects, alongside the Salisbury Aquatic Centre which opened just over a week ago.
‘This innovative redevelopment is expected to deliver a significant boost to the local economy, creating hundreds of new jobs and attracting new businesses to Salisbury.
“It is a pleasure to see new businesses emerge and flourish in our community, bringing excitement and pride to the residents of the City of Salisbury,” said Minister Bettison.
The Mayor was joined at the press conference by Minister Champion, Minister Bettison, Anthony Carrocci, Anthony Catinari and local Salisbury businessman Dion Stanbury, who discussed the future of the city centre and unveiled official plans for its development over the coming years.
Construction is expected to commence in 2025, with the first two sites delivering over 50 residential apartments, the multi-deck parking garage, and commercial and retail offerings. Completion is planned in phases from 2026.
