This decision was made following the government’s allocation of €1.5 billion in additional healthcare funding. The Health and Safety Policy will also receive an additional €1.2 billion in 2025 to cover current service costs. Prior to the funding announcement, around 4,000 roles within the HSE were “effectively unfunded.” However, with the additional funding, these roles are now “funded and secured,” and the HSE has agreed to remain within the €1.5 billion budget allocated by Health Minister Stephen Donnelly. The hiring freeze was previously extended to all staff categories except for consultants, doctors in training, and registered nurses and midwives. Following the freeze’s lifting, the HSE’s staffing ceiling will increase to just over 125,000 full-time equivalents. Recruitment limits and controls have been set for health regions across the country to ensure they are not exceeded. A limited number of senior managers have the authority to approve appointments under the new system. The HSE acknowledges that the additional funding will be used to address “the basics of healthcare.”

The chief executive of the Health Service Executive has confirmed that a recruitment freeze introduced in October last year will be lifted from next Monday.

Bernard Gloster said in a speech on RTÉ Radio on Sunday: the decision was made following last week’s announcement that the government has allocated an additional €1.5 billion in funding.

The Health and Safety Policy will also receive an additional €1.2 billion in 2025 to cover the costs of current services.

Speaking on RTÉ Radio 1’s This Week, Mr Gloster said the funding announced last week was “permanent money” that would be used for “the basics of health care”.

He added that before the announcement he was concerned about 4,000 roles within the organisation that were “effectively unfunded” but that they are now “funded and secured”.

The HSE has reached an agreement with Health Minister Stephen Donnelly to stay within the additional €1.5 billion funding, he said.

The hiring freeze, which was introduced in October last year, was extended in November to all staff categories, with the exception of consultants, doctors in training and registered nurses and midwives (2023).

Mr Gloster said recruitment limits and controls have been set for health regions across the country and cannot be exceeded.

A limited number of senior managers have been given the authority to approve appointments under the new system.

Following the lifting of the hiring freeze, the HSE’s staffing ceiling will be just over 125,000 full-time equivalents.
