Cocks attended Brook House College, a renowned football academy in Leicester, before coming to Perth on trial.
The 18-year-old made appearances against Huntly, Nairn and Arbroath and impressed manager Craig Levein before being offered a contract.
After signing his contract, Arran said: “I’m really pleased to get this deal done, I’ve worked my whole life for this.
“I worked hard every day and that proves that hard work always pays off in the end.
“I was born in South Africa and moved to Australia when I was younger. At the age of 15 I decided to go to England on my own to pursue my dream of becoming a professional footballer.
“I’ve had trials at a few clubs but I’ve found St Johnstone and I think it’s a good place to be. I’ve really enjoyed my time here so far.
“My loan period will be good for me. It’s good for me to play some games and gain experience and confidence.
“Hopefully I can score some goals and create some and come back to St Johnstone a better player.”
Manager Craig Levein added: “Arran impressed during a trial at the club and I’m delighted he has committed. At 18, he is still young and learning the game, but his pace and directness in the final third are impressive.
“I hope his loan spell at Forfar will help him get to grips with the Scottish game and I’m sure he will return to McDiarmid Park a better player.”
