According to the Baltimore City State’s Attorney’s Office, Officer Kevin Kilgo handcuffed the victim behind his back in a manner that caused him to sustain injuries to his left shoulder and right elbow. The victim alleges that Kilgo then slammed him into the hood of a police car, causing further injuries. The incident occurred on January 17 in the 2200 block of East Oliver Street. The victim, a 37-year-old man, was reportedly walking along the sidewalk when Kilgo approached him. Kilgo allegedly claimed that the victim matched the description of a wanted suspect, but the victim denied any involvement. Kilgo handcuffed the victim and placed him in a police van. According to the victim, the officer tightened the handcuffs excessively, causing him immediate pain. As the van pulled away, the victim reached out for the door frame and Kilgo allegedly slammed him into the hood of the car. The victim was transported to a local hospital for medical treatment. He sustained a torn rotator cuff, a fractured elbow, and multiple abrasions and bruises. Witnesses at the scene corroborated the victim’s account of events. One witness stated that the victim was “clearly in pain” and that Kilgo “was being very aggressive.” Kilgo has been placed on administrative leave pending the outcome of the investigation. He is scheduled to appear in court on March 13 for a preliminary hearing. “We take any allegations of excessive force very seriously,” said Baltimore City Police Commissioner Michael Harrison. “We are committed to holding our officers accountable for their actions.” The Baltimore City State’s Attorney’s Office is continuing its investigation into the incident.
